>> and our warming trend really kicks in for today. good morning to you. in the 70s as a matter of fact. even warmer for tomorrow. and then we'll see slight cooling, maybe showers as we get into your all-important weekend. we're talking air quality and precipitation in my next report. >> and a live look outside right now of the bay bridge. it is tuesday, january the 6th and you are watching "today in the bay." >> announcer: from nbc bay area, this is "today in the bay." >> very good tuesday morning. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. parts of southbound 280 in san francisco were closed for the past six hours. let's turn to mike inouye for the very latest. >> 280 was fully closed. it continues to be fully closed. there's been changing at the scene. there was a person on the roadway, a pedestrian, a person out there. steph has more details.

we'll send it out to steph chuang. you're out there, it's very cold this morning yet we saw somebody out there with no shirt on. what was going on to cause the closure of the freeway in san francisco? >> the good news for commuters getting on the road today is that the situation has been resolved, chp saying it will be reopening, southbound 28. here on pennsylvania avenue, you can see that it's been closed, this on-ramp to 280 south from cesar chavez. i just saw the patrol car drive the opposite direction on the freeway to help resolve getting the cones out of the way. we're hearing it could be maybe ten minutes or so when the 280 southbound lanes are back open this morning. now earlier what caused this was a man standing on the freeway. this was at the 280/101 junction. the good news is around 15

minutes ago police were able to safely take him into custody, ending what was maybe going to cause a traffic nightmare pore those trying to get into 280 south, especially in san francisco where everyone was being diverted. 280 south still closed but we're hearing the good news that chp is starting to take those cones away and safely get drivers back on to 80 southbound ahead of what is going to be a busy commute morning. back to you. >> stephanie, thank you very much. you heard the changes going on over there. we'll take you out to the maps. right now you have to still use that work around. the police activity looks like it's coming to a a close. folks are diverted out to cesar chavez west to 101 and then you can continue on your way. that's that triangle there to avoid that police activity. that person has been taken off of the freeway into custody.

chp won't tell us where wh they can reopen those. they may have to do some investigation. light trab throughout the city, though. in the north bay, highway 29, one-way traffic control at the napa line. most of our commuters are coming from petaluma and coming offer from the carquinez and benicia bridges. a smooth drive for the rest of the bay, including a look at dublin, down through the livermore/dublin area. starting to see the build at the altamont pass. back to you guys. >> thank you very much. new details at an arson investigation at a home made famous by the movie "mrs. doubtfire." bob redell is outside that home. more detail would be needed here. good morning and what happened? >> reporter: good morning to you, sam. you can see san francisco police

do have two officers posted outside this victorian on broadway. the house was made famous during the 1990 classic featuring robin williams. no structural damage. someone around 8:00 last night set the door mat that's by the front door, they set that on fire. you can see how it charred the bottom of the front door. this person also tried to set fire by the granl doors. the man who lives here is a retired craneio fact surgeon. he specialized in transforming the faces of transgender men and women. he characterizes his job as turning boys faces into girls. >> san francisco police do not think that last night's arson is a hate crime. they do again believe that this

was arson. reporting live here in san francisco, bob redell, "today in the bay." >> thank you very much, bob. >> at 5:04, authorities in the south bay are looking for a peeping tom who may be using his phone to record victims. mountain view police say at least two residents at an apartment complex have reported a man outside their union the holding a cell phone through the window. in one case the victim got a glimpse of the man believed to be between 20 and 30 years old with a medium build. >> finally some relief. people living in one south bay apartment complex are waking up with hot water for the first time in a week today. dozens of folks went six days without working hot water heaters. this after a downed tree damaged a nearby gas line. once that tree was cleared, it took the city six days to approve the work before hot water would be restored. needless to say the attendan

this is a commuter jacket. it's a very visible jacket in daylight and i have the flashers. and you can also do turn indicators and there's break lights in the back. you're covered. this is one of the more visually appealing things on the floor and then this is a monitor from misfits that tracks your move. they've partnered with swarovski crystal to make these. polar, for years we've had polar heart rate monitors, this incorporates everything for the serious athlete and there's no more chest strap. for a long time polar was resisting getting rid of the chest strap because the information are the data from the wrist was never as

airlines seat. they partnered with southwest and recycled about 43 acres of leather from airline seats. when they refurbish their planes, that i can making these bags to carry all your stuff in. >> all right. jennifer bjorklund and somebody off camera went, "oh!" about that bag and then went "ew." iphone will start selling their iphone unlocked, meaning you're not committed to a carrier. the big version will cost you nearly $1,000. the dow fell more than 300 points monday as investors worried about europe's economy and oil prices, maybe i should say the dow shed all that weight. american oil west texas

of high pressure is finally going to break down assy get into friday and the weekend. as this moves to the east, we'll see the storm track return, more of an onshore flow, looking really good for rain showers as we head to friday into saturday. we just have a stagnant air mass right on top of us. if you get um on the mountains, you can see above the haze. if you're underneath, if you live in the valley specifically, we have really bad air quality for today. 65 degrees for today in beautiful san francisco, we're going to hit 71 degrees up in wine country today, which is usually not the case with our short days. on the peninsula looking really good. and looking good out in the tri-valley as well. this is where you're going to see the poorest air quality as we head throughout the day today. temperatures stay warm and the

air quality improves. i promise you our future cast. i like to keep my promises. starting at about noon we'll start to get that measurable precipitation. before the front arrives, it does look like we'll see a steady mist, a steady drizzle and accumulate some of that rainfall continues into saturday. the wind will pick up helping out our air quality situation as well. you know what i'm talking about, the boom box on the side. not too young for that. >> i know what you're talking about. if you're talking about the ball where you put the 8 track tape in, i know about that one, i know about that one. 280 is actually still closed for a stretch between cesar chavez and 101. look at your map as we talked about what happened. there was police activity for almost six hours now this morning. the person on the roadway has

angeles. good morning. >> reporter: hi there, laura. ground breaking or not, not everybody is on board and still a lot of folks as the ceremonial shovels are ready to go, they're still vowing to put the brakes on the high-speed rails. soon as dignitaries turn that dirt, they'll begin on the high speed rail, cutting a six-hour travel time by car by about half while also getting vehicles off the road. governor jerry brown is thrilled but people who live near the ra rail. >> we're building the nation's only high speed rail system. >> it's going to impact in terms of business and the amount of

land that is going to have to be eminently domained from residents and business. >> they are aiming to have the rant and up now funding has always been a point of contention. coming up, we'll talk about where the money is coming from and what the price tag could eventually be. in san jose, kris sanchez, "today in the bay." >> each side has been blaming the other for the slow movement of cargo at 29 ports in the u.s. >> a hefty price tag for safe way. they have been ordered to pay

nearly $10 million. they say they are illegally disposing batteries, electronics and farm utilipharmaceuticals i landfills. safeway has agreed to new disposal procedures. >> the flu is wide spread in 47 states. some doctors in the bay area are reporting a shortage of the drug used to fight the virus. one doctor said he called 21 different pharmacies looking for tamiflu in the south bay. none of the 15 or 20 pharmacies that we contacted have the suspension, which is for kids that can't swallow pills.

>> now nbc bay area contacted two cvs stores in san jose and they were also out of the drug. another pharmacy says it's expecting a shipment later today. >> it is 5:21 right now. a 200-year-old capsule is expected to be opened today. we'll tell you who buried it.

>> you've got to love our state of california. you're so right, christina. we take a live look outside. beautiful bay bridge this tuesday morning. this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> and a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. we can get a real quick update on breaking news. southbound 280 in san francisco back open after being shut down for more than six hours overnight. mike inouye joining us with all the details. >> if you're just joining us, there was a full freeway closure right here in san francisco. the focal point, 280 southbound as it approached 101. just minutes ago we got word from chp and san francisco police department, they have cleared all of that activity. there was a person on the roadway. that person has been taken into

custody. for traffic flow, 280 has reopened, all lanes in just the last few minutes. we should see these traffic sensors speed up. cesar chavez is an alternate. it's still open but unnecessary for the time being now. i will give you a look at the rest of your commute. we'll send it back to you. >> it's 5:31 right now. we have new details this morning on a police shooting in new york city. a manhunt is still on in the bronx hours after someone shot two police officers late last night. the officers dressed in plain clothes were responding to a robbery when they were shot. both officers are expected to survive. investigators say it doesn't appear they were actually targeted. this of course comes just two weeks after two other new york city police officers were shot and killed in their patrol car in brooklyn. investigators say those officers were targeted out of revenge for the recent deaths of two men at the hands of police. >> and closer to home, a san

francisco town hall meeting is planned for tonight in response to a police shooting that's now being called a case of suicide by cop. police officers shot and killed 32-year-old matthew hoffman in the parking lot of the mission street police station sunday night. it turned out he was armed with an air gun. hoffman wrote a suicide letter to police apologizing ahead of time for his actions and the expected confrontation. the police chief tonight plans to reveal more about the investigation. >> firefighters quickly put out a house fire in san jose. it broke out two hours ago at east st. john and north 8th streets. nobody was hurt. crews were able to extinguish those flames in less than 15 minutes, but people on scene told us there was some smoke damage to a hallway and bedroom door. >> arson investigators are trying to figure out who set fire to a home made famous by the movie "mrs. doubtfire." bob redell is live in san

francisco. there's a police car in front of the house this morning. so this investigation is active? >> reporter: well, they're more out here for security, in case whoever did this might return. they're protecting this old victorian. it's hard to see but up the steps to the front door, that's where they set the door mat on fire. fortunately, as i mentioned, the damage is minor, it's cosmetic, nothing structural. the door mat fire did char that wooden front door and you do have scorch marks on the garage door. as i mentioned, police here in san francisco do believe that this was arson. the man who lives here is a retired cranial facial surgeon who used to specialize in the transforming of faces of men and women.

he characterized his job of turning boys' faces into girls' faces, who we talked to after the death of robin williams. san francisco police do not think last night's arson was a hate crime. as you see, they do have a squad car posted out here, two officers inside just to keep an eye on the house. this was around 8:00 last night when someone set two small fires to the front of the hope. reporting live, bob redell, "today in the bay." >> the victims of last month's peninsula flooding have until today to take advantage of a special assistance center designed to help. in mid december, rains flooded several peninsula neighborhoods. they've opened a drop-in center in south san francisco to provide services and loan information to people who suffered property damage. it will be available today until

6:00. >> san jose launches a new era as sam liccardo will be sworn in as mayor. it will now take place at the center for performing arts. there's too many people and not enough seats at the california theater. at least they noticed it earlier. >> we're still dealing with the consequences of the flooding. >> in january typically, one of our rainiest month, it is the rainiest month here in the south by specifically. there is a good looking system on tap for the 16th through the 17th and i would not say that unless i had a fair amount of certainty to dp alogo along wit. as you're getting your day started in the south bay, it is nice and comfortable out there, not too cold. we're in the mid 30s.

we all have to deal with unhealthy levels of pollution, especially in the east bay tri-valley region and the south bay. i'm going to show you why these two areas are seeing the worst of it in my next report. this graph will help put things in perspective for you for the spare the air days and why they occur. it's 72 in the south bay, 70 in the peninsula, 67 in san francisco and 71 in the north bay. our days are really short, we don't get days of sunshine like we really see. the temperatures are all representative of strong high pressure. we'll tell you why this is contributing to the air quality. right now let's check your drive. here's mike.

>> we also know how much people like to drive so enhance that pa possibilities of driving rather than silting. backed up to the end of the parking lot for the cash lane now. a steady build at the toll plaza. we should see the metering lights turn about four minutes from now. the volume not a major concern. the volume heavier than we've seen over the last few weeks and heavier than yesterday. out of san francisco, we still have slowing showing up on our sensors southbound 280. all lanes are open from the cesar chavez down toward 101. we had a closure for about six hours. we had a person standing on the highway, and that road is now open. there's no real commute in the

the 114th congress gets under way this morning on capitol hill and the gop already looking to put a lot of ideas on president obama's desk. tracie potts joins us live from washington. good morning. >> reporter: good morning. we have snow here on capitol hill that you see behind me. they are expected in a couple of hours to get the first several dozen members of congress sworn in and then the real work begins. we'll find out what the new republican agenda is. 71 new lawmakers unpacking. >> i am so ready to get to work. >> reporter: a democrat in the white house versus congress now fully controlled by republicans. >> i do think we'll see a lot that will get done and a lot that will sit on the president's de desk. >> it will be a mixture of compromise. >> the first test, the keystone

pipeline. republicans insist it will create 42,000 construction jobs. >> most important issue, creating good paying, middle class jobs. >> while republican leaders expect a presidential veto, the white house says not necessarily. >> i'm not prepared at this point to issue a veto threat. we don't want to put the cart before the horse here. >> reporter: a clash over immigration could come next as congress tries to extend homeland security funding past february. one possible area of agreement, infrastructure, fixing roads and bridges. >> we're going to continue to fund infrastructure, but the question is are we going to pay for it. >> getting phone lines set up, computers set up. >> reporter: moving in, moving on. new lawmakers, new offices, new hope for compromise. that's what congress is doing. president obama is scheduled to travel to detroit tomorrow to pitch his version of the economic plan, a jobs plan as he

talks about the bounceback of the auto industry there. laura? >> will the compromise happen. that will be one to watch. keep warm, too. look at the whiteout behind you. >> authorities identified three more bodies found in the search for airasia flight 8501 bringing the total number of identified victims now to 16. in all 37 bodies have been recovered. indonesian police displayed debris found now. officers showed passenger seats, seat belts and safety information cards from that airasia yet. the head of search operations said searchers believe they have located the tail and parts of the fuselage. that he where they believe the black boxes are. >> time to get a look at our microclimate forecast this morning. christina joins us on set. >> tuesday morning, we're back in the grind now, the holidays

are over. the good news is it's going to be comfortable out there for you. the temperature in santa rosa is 36 degrees. you head down the golden gate bridge into the city by the bay and you're at a comfortable 45 degrees this morning. i always like to keep things in perspective to everybody. let's give you a 24-hour temperature difference. at this point yesterday, we were running 8 degrees cooler in concord. you'll likely notice the difference when you walk out the front door. the on places running cooler at this hour is half moon bay where we're getting a bit more of the influence this morning. we've got what big strong ridge of hire right here in the bay area. for us, that actually enhances the air pollution from the big cities like oakland and san francisco, we get the minimal

sea breeze and high pressure forces everything close to the ground and that air grets trapped by the mountains surrounding, and that's why we have the worst pollution in those areas. as we get the end of the week, we're looking at better air quality and a little precipitation. 72 in the south bay, 70 on the peninsula and 67 degrees. you'll see the haze vividly today in san francisco. north bay is looking good to hit the low 6 -- 70s. we're expecting the worst level of flugs in the tri-valley. temperatures will climb even more so. peak warmth, onshore flow and more wind coming your way for saturday. here's mike inouye for your drive. >> that was excellent. a little topography there. the metering lights are on.

a little slowing off of north 880 and the berkeley curve. that's a build and more slowing than we've seen over the last couple of weeks. san francisco's 280 now cleared up as the traffic has reinstated, between all lanes between the chavez and 101. now 101 see as little more slowing. 101 and 280 smooth out of san francisco. the north bay no problem. a lig fog registers on our road weather index but not a real issue. we have the build in antioch, a typical pattern off the antioch bridge. there may be some -- there you go, a little slowing with that build, south 680 between pleasanton and sunol. continuing into the south bay, no real drama here, 87 and 101

show a little bit of slowing. a live look shows you the conditions for 101 at 680. we see that first burst of traffic, it's just about quarter o 6. we'll see that ease up over the next half hour and kick in again closer to 6:30. back to you. >> all right, mike. one thing that could help the congesti congestion, high speed rail taking a step forward today. after years of fits and starts, ground will be broken on this long-awaited system but not everybody is happy about it. someday a bullet train may get you to los angeles in just three hours but plenty of hurdles still let to clear. good morning, kris. >> reporter: good morning to you, sam. high-speed rail comes with a $68 billion price tag. for folks who lef ive on the peninsula, they say that's only one reason to put the brakes on the project.

governor jerry brown has long touted the economic benefits. the train would travel at 200 miles an hour getting passengers from sf to l.a. in about three hours while getting vehicles off the road. in fresno, some folks on the peninsula, say this is going to ruin their way of life. >> we're building the nation's only high-speed rail system. >> they don't have the money, frankly, to complete what they're starting to build. >> reporter: and there is something to that argument. only some of the funding is secure. there's a bond measure, there are a couple of federal grants and cap-and-trade fees but the rest of the funding is up in the air. funding only one concern for peninsula residents. an attorney representing three peninsula cities, along with several groups opposing the plan tells nbc bay area that the viaducts would be an eyesore and
